Okay, I tried to apply that 1.3 patch and then a third party mod to RA2. Now my game is really glitchy and uninstalling it and re installing it does nothing. Help?

Its likely that the MOD has left files in the default install directory. I would manually find the default directory and delete everything.

Or if you're referring to TFD - due to 1.03, try auto running the disk and 'repairing.'

If you would just like to install RA2 for skirmish and online use, the multiplayer installer created by Olaf will be your best bet, although this doesn't include missions or music due to the impact it has on a download size. http://strike-team.net
