Resizing infantry with C&C W3X Scale results in fat models

When I use the C&C W3X Scale tool to resize the infantry models larger, they get very fat. They get both higher and wider, but for some reason the height / width relation gets wrong.

How do I prevent this problem with the C&C W3X Scale tool, or is there a better free tool available?
In my case the scale attribute in the game is not an option.

Some models from The Red Alert. I need to resize those models so that the disguised spy has the same size as any other unit.

Try testing it on default RA3 infantry.
