If you already bought a game and you lose the disk or it gets deleted off your computer is it technically legal to download it off the internet for free?

no. it is not. But if you still have your receipt you may be able to get a replacement from said company...

I heard you're only allowed to make copies of your own games not download copies from other people. I wouldn't worry about it. People do it all the time and use their keys to play online after downloading them. Steam is cool about that. If you buy a steam game in hard copy and register it you can download it from them at any time.

difference is that steam stores your product keys...

It is legal as long as you own a valid licence with a valid licence key and that you don't shar/uploade it. This essentially makes things like torrents ilegal as a download method as I believe you're also required to upload at the same time?
Though it would be best to check your local laws as these do differ between region and country.

No it isn't legal.
However, there are methods to legally download games that you have a hard copy of, for example through both steam and the EADM you can input the serial key of most games and they'll let you download it.

for instance, In Canada, you can legally download programs, if you have lost your copy.

Not sure how that would work in the US. If you have steam or EADM then you'll be fine if not then you might have to re-purchase the game.

as of the digital Millenium act, nope- it is not legal. because it is someone elses copy that you have dowloaded, not your own

It depends on your country of residence.

It also depends on the Governing Law posted in the program's EULA or TOS.
EA's products for example, are either governed by US or UK law, regardless of where you live.
