        You need to minimize the amount of programs running in the background. First problem I see in the video is that Skype is running. Second problem I saw is the amount of icons present in the lower right corner of the screen.

        Before any assistance can be gained you must provide your System Specs. Please state whether it's a desktop or laptop PC as well as that can go a long way towards nailing down the problem.

        Lastly, I noticed the amount of clicking you were doing in this video and I would strongly advise to wait 5 minutes or so in between trying to launch the game itself. If you launch too many instances of the game by accident it will slow things down a lot while waiting for the launcher to pop up and then you suddenly get spammed with 3 to 6 launcher windows at once which is very bad.

        Please make sure your system has all windows updates. Make sure your graphics drivers are up to date as well.

          all windows updates have been installed. I just dont understand the game worked PERFECTLY fine several months earlier I dont remeber doing any significant changes

            Have you tried a clean re-install of C&C 4 yet?
