I'm afraid you're mistaken about this - I was talking about Ground Control 2, not Tiberium Wars.
However, as I mentioned before, there is indeed a way how to enable ground-zoom:
First, get
OS BIG Editor. With it, open the
patch9.big (If TW is patched to 1.9) in the directory
\program files\electronic arts\command & conquer 3\core\1.9.
Then choose (within the .big-file)
\data\ini\gamedata.ini. Search for the line
ScrollPitchMultiplier. Standard value is 0.15. Change it to a value like 1.00, save and overwrite the .big file. Then you can zoom to the ground and watch the battle from first person sight.
To undo it, simply change the value back to 0.15.
Anyway, create a backup file just in the case that something goes wrong!
Be warned though, it is highly premature, therefore not used. Zoom too much and you'll see your base from underground.
Well, it is not exactly Free Camera Movement, however it comes quite close. To me it looks like the developers were considering such an option.
