I'd buy a new pc with a good intel i7 cpu then when it gets older I'll change the ram and graphics. CPU is going to last new for few years until a new type of cpu is released from intel.
Also if you have an old motherboard, it won't support DDR3 ram or new types of hardware you want to add.
Well that shouldn't be a problem for me, Im replacing basically alot of stuff.
Planning to get a new Mobo, new DDR3 Memory sticks, a new processor, and maybe a new Video Card.
Even though my Machine just got some bits already, I still want more. :P
I also find it cost effective too, or at the least, the overall result of my upgraded old PC will be superior than a new PC of a similar price.
You need to be tech savvy though, so its gonna turn down the ones who aint.

Depends on what needs upgrading and how much space I have to work with.
You seem like you'll be replacing almost everything, except the HDD and few other hardwares.
Search for an Acer desktop, they provide coms with really good specs and they are cheaper than other computer brands like Dell, Toshiba, Vaio...
I was not a big fan of Acer until I got a new laptop lastweek for $720 total, i5 2.4, ddr3 4gb, nvidia 540m, and its totally worth it, other laptops with the same specs were costing over 1000, but mine is just 720, slim nonexpensive gaming laptop.
All of this stuff I'm getting is around $500 though.
And all the components I'm buying will be superior to the stock components of a new PC of similar price.
I know that. So its good on my part.

Depends on your budget, and whether you only need to upgrade a single part or a lot of parts
Yes, the cost is important, but the cost effectiveness is also important, you need to make sure you get your bang for your buck, you know?
A cheap part is just a cheap part, its too weak or just cheap. A part that has a good balance of Pricing and quality is what we all should be going for.
It applies to anything you buy really.

This is almost impossible to answer without knowing precisely what you want, what you have etc. But generally I prefer upgrading my PC gradually, even to the point of having no original parts. But that's just my preference.
