That is why I am excited about the DLC delivery that EA is pushing, most people seem to not like it, and usually I would be right there with them, but DLC means "We can has nice thingz1!". We can have the EU, the USA, the Chinese, AND the Russians. Hell we may even get a new GLA type faction, with South American guerrilla reskins, or American Domestic terrorist/Private military Company/Mercenary.
If the base game is good, has great gameplay, and has a sense of gritty realism instead of being cartoony, then you better believe I will spend $120 on the game + DLC + addons. But if the game sucks, if it is basically a RA3 style cartoon of Generals, and the DLC is a few maps because they did not release a map editor, then I probably will not even buy it.

I'm more concerned with the flavor of the faction than with where they are from (although that is certainly an important factor). I would rather focus on finding a unique flavor and then apply an origin based on where it came from. GLA is Terrorists. That's for sure. There's a flavor there, and an expectation. I am not entirely sure what to expect from the EU, or from a third faction, although someone has to play the part of the familiar camo-wearing military that the U.S. represented in their time. In my opinion that could be either the EU or another faction (probably either the U.S. or NATO, although having both the EU and NATO does seem kind of weird).
What I think would make an interresting and unique faction would be a group that was more, how do I put it, covert than the others. I'm thinking basic infantry units going for a black T-Shrit + Sunglasses look (carrying either FALs, G3s, or my personal favorites, FN P90s), basic land transport being the black SUV with overly tinted windows, bring in the Spy (complete with suit and shades) for a specialist unit of some kind, air being mostly helicopter based (as opposed to Jets and what not), Vans full of electronic surveilance equipment, drones, etc. The only problem with a group like this in my mind is artillery. I can't quite put my finger on what guys like this would use. Probably rockets/Missiles.
Now as for who these people are, I think that's what the EU would handle like. The EU is not a millitary alliance. It's an Economic/Political Alliance, and as far as I know, they keep the military units under the command of the countries with in, not together (anyone who knows better than I on this account, feel free to correct me). Thus, if they are going to field armed forces as the EU and not as the countries within, I expect it to be a more covert group, based on agencies and departments rather than military branches. It's just a thought. Let the EU be covert espionage types and then get the U.S. in as the same sort of military power it is currently in Generals.
Third faction is either Russia (or USSR) or China (entirely redesigned, if EA wants to sell to China). Bet ya that a USA faction will come in a DLC soon, though.
What?! How could you put that pew shooter POS in the same group as two legendary battle rifles chambered for a full sized 7.62x51 NATO round?! The P-90 is only good to replace a pistol as a sidearm/personal defense weapon in general use, something you only use to fight your way to your rifle (FN FAL, M-14, AR, etc) it is not an offensive weapon. It fires a ~ 30 gran bullet FFS! (A .45 ACP is usually in the 180-270 gran range...) that is a glorified .22 magnum.

I dunno, I just like it. Remember, this faction I'm thinking of is not a camo-wearing brute force military. They're meant to be more of a security force, a secret police, a covert operations group, and the FN-P90 suits these guys just fine (Light, compact, and a decent rate of fire). It's used by 40 countries in their military and police and a lot of U.S. Police Forces, not to mention the U.S. Secret Service (which is probably where I'm getting my inspiration from). It's mostly used by SF and Anti-Terrorist organizations.
It's also more unique than what China was running around with (the semi-auto made-in-china version of what the GLA had). Don't get me wrong, it worked for China. I'm just hoping for a bit more diversity that's all.
That said, I also mentioned the FAL as a viable weapon for these guys. That said, I still see them using a Sub-Machine gun rather than a battle-rifle.

Granted, it's wikipedia, but if you've got a better source on what they use that's readily citable, by all means. Besides, this is a video game forum, not a review board for a dissertation.
It's also used by Belgian Special Forces and DAS (a security agency), Cyprus' National Guard Special Forces, The Czech National Police, Austrian Special Forces, French Counter-Terrorist Groups, German Federal Officers and Bodyguards, Greek Police, the Irish version of the Army Rangers, Italian Special Forces, Netherlands Special Forces, Polish Special Forces (primarily when protecting people of note), Romanian Special Forces, Spanish Special Forces, as well as a number of third world countries using it in their police and military. The point is, it's a light, easy to handle (if somewhat complicatedly built) submachine gun that is a favorite for Special Forces, Security Agencies, and Police Forces. If the final faction is something like a Security Agency/Anti-terrorist force, it certainly would work for them. Given the list of countries I just put up (and it was not the complete list I'll both admit and point out), it works if the group is some sort of joint EU response to Terrorism.
In the mean time, I'll go over some unit ideas for such a group.
Basic Infantry: Security Personel/Officer. Armed with a P-90 (or an FAL, if we really need such a group to be maximizing their fire power), dressed in black, comes with stun grenades. Basic infantry. Does perhaps less damage, but is faster, and can probably fit more of them into buildings.
Transport Vehicle: SUV. Offroad capable, no armament besides what the people riding in it are capable of. Good for drive -bys.
I think this group would probably also steal the radar van from the GLA, but that's just me.
Specialist unit: The Spy. Only attack is a sniper rifle that it can only use when garrisoned in a building (the sort that when it's not using it's dismantled in a brief case). The range is such that the spy can garrison in a building, conduct a hit, and exit the building quickly and resume it's cover. Also bribes enemy units (that said, I think bribery should probably not completely turn a unit over to your side, although I could be wrong about that, but rather be a temporary cc, sort of bribing them to look the other way or not shoot, and it requires maintenance).
Air units would involve small Helicopters and Drones.
The only aspect that I have trouble with for these guys is artillery.

Third Faction: USA.
Every American I've talked to in person really liked the GLA taking out the One World Treaty signing. None of the people I know want to be part of some one world government. We're Americans and want to stay Americans. So the third faction could be an American nationalist group who want to remain independent.

Don't take my "P90s r teh suxxors!111" comment to seriously. the 5.7 round is much more potent than a .22 magnum, I know. I handled a PS-90 [sporter version: Semi auto, longer barrel (which can of defeats the purpose IMHO)] and the ergonomics are superb, FNH did a good job on them, so I can see how they would be used by light security forces in specialized roles.
I think I am following you here on the Covert anti-terrorist faction. But at first I didn't see how it would work as a faction in generals. We already have the USA/EU as the western anti terrorist faction. Aditionally, a light covert faction would be very weak in a head on fight and its advantages would not be modeled in C&C very well. (Would every unit be stealthed, or something?) For instance their black suburban would not do very well against tanks.
Then it occurred to me, that the covert ops concept would work well if you had them change sides from anti-terrorist to plain old terrorist, it would work very well in the domestic terrorist/PMC GLA sub faction. Black Suburban technicals anyone? Or, sense some of those contractor vehicles are very well armored, maybe a battle buss?
