You simply just don't know. Australia has things like Abrams Tanks, Super Hornets and when they have been built over 100 new F-35 Stealth Fighters. Also Australia regularly has exercises with US Carrier Battle Groups where they attack us and we attack them, even on land. One of the reasons, there are only a few of these Secret Satellite Facilities in the world and they do need need to keep operating, and to be defended even against terrorism. I'm Chinese and I would like to tell you something about censorship in China. As you know, "A game is not banned" doesn't equal to "the game is allowed to be sold". We can buy the game only after the game passed in censorship. But censorship in China is stricter than years ago. A famous MMO-RPG's (which you guys should know) second expansion was being censored for 2 years. Command and Conquer 3 was being censored for 1 year and Kane's Wrath has not passed in censorship. Games related to real politics can hardly pass. If you want it pass, you should pay much money to the government. I don't think E A will waste such much money to let the game in Chinese market. So I think it is possible at all that the third faction is China or something similar.
But the third faction is so mysterious, I don't think it is the China that exists in Command and Conquer General 1. Union of China and Russia is more possible.

It's actually three things. Under that fuzzy symbol are the letters "EU", and in a second image, there's a much clearer logo located on the top of the turret, showing a blue circle, and a ring of yellow dots/stars.
The third piece of evidence is that executive producer Jon Van Caneghem calls out the EU and GLA by name as the two factions revealed so far...

Well, not everywhere. I am from a country, that has no politic relationships (other than being a part of EU), no direct wars in history (created by us), no rare ores, oil, or gas. We never sided with any country for our purposes (only being forced to), so we have no censorship, as there is no east/west hate, pro/anti terrorist, etc. Downside of being neutral and not meaning anything to someone is not having lots of turists, international markets, etc.
Not having lots of tourists..... I guess that puts Switzerland out of the question.
