Tiberium Wars: Enemy stops attacking in some campaign missions?

Anyone ever experience this? On the very last mission of the NOD campaign set on hard that I just played, the GDI was relentlessly attacking the Scrin base with a very large force almost constantly, and suddenly stopped sending units about 20-25 minutes into the game. I then scouted the map and found him spamming AA turrets and PPs all over the place for no real reason, even when my army consisted of almost all ground units. He was building units but not sending them, and instead just keeping them inside his base. The last time I played the NOD final mission, this didn't happen and the GDI never stopped attacking. The thing is, this has happened on more than just this mission. It has happened on other missions as well, where the enemy has a very respectable force but just eventually stops sending units like it should be. I have my game patched to 1.09. What could be the problem?

i notice that on that mission that the gdi base is very tightly packed and the enemy does indeed send large forces, maybe they just cant all move at once due to the small spaces inbetween?

Also the campaigns were made for the unpatched version so patches can have adverse effects, but atleast this one benefits you!
