The main problem in a TD "remake" is defining what it "should" be. In terms of modern gameplay, TD on it's own is very shallow. EA would essentially have a catch-22 on their hands between the purists who want a 1:1 clone of TD sans graphics verses the modern RTS crowd. Any EA produced remake is going to **** one side off more than the other, and surely doesn't have enough communal following to warrant AAA release status.
Second, I wouldn't purchase an AAA remake of TD on release, simply because I've already experienced it. It's so, so hard to recapture magic in the bottle a second time. I could certainly do a $30 game or even if it was like a $25 dlc for Generals 2 or the next Tiberian game. However, at the price point, it's too much effort and work for too little. I would certainly be more enticed for a 're-envisioning' of the TD world (think how Doom3 re-imagined Doom 1), but then I fear you're going to see that go over about as well as CnC4 with the purists.
Besides, you've got several mod teams out there that are doing it for free and don't have EA's/paid developer stigma (because everyone loves modders). You've got Tiberian Dawn Redux for Generals, and (hopefully) Tiberian Dawn for CnC 3.
