Help Generals connection issues

I use Hamachi to set up a internet LAN so that me my wife her father and her uncle can play together on generals. Me and her are of coarse in the same house already on a LAN her fathers about 400 miles away and her uncles half way across the US. I can connect to her and her uncle easy and it works but every time I try to connect to her father 1v1 no ai on a 2 player map his screen stops at the countdown screen where u set up the table while on my screen it stops about 2 seconds after the game starts and it opens the vote kick screen.

He never gets past the countdown.

Only idea is that he is in the country and with speedtest.net his internet speed comes to less then 1Mbps download so im thinking it has to do with his slow internet.
