Sorry to say this but those two 'issues' are the least issues in C&C 4 to be honest. Tib fighting is currently the meta-game and only really fun part about it, tib deny and detonation and harvesting is the only action still in-game which has skill and micro.
Bigger pop-cap would just add spam, so not sure what that would make the game better, it would make it worse.
A patch fixing bugs and current balance would save the game for me.
To fix C&C4, it needs to be remade.
Start completely over. New story, new units (new name. Tiberian Twilight was always a dumb name) new game mechanics.
Pick up where C&C 3 left off. Nod is ravaged, GDI is rebuilding. Then the Scrin come in full force. The Others show up and give GDI the tech to blow the Threshold tower. This is when Nod reveals that they're not nearly so ravaged as they led GDI to believe and launch a campaign to stop GDI from blowing the tower.

I have Kane's Wrath, but not long after I started the campaign, my computer started giving me a white screen whenever I tried to play it, and I only just recently found the problem, so I'm not sure exactly WHAT happens in Kane's Wrath.
I'll find out fairly soon, though.

C&C4 can only be saved if it has an offline patch unless players are playing multiplayer.![]()

CnC 4 is the kind of game where unit cap suppose to be. Thats why you have decomission button available. If u have wrong counter you just make transition by using it.
Removing unit cap could cause some sharp imbalances as well, I guess.
If that was the case, I would for example play Nod Defense Class and spam tens of reckoners stuffed with slaves, high confessors, some other units, and make them heroic by selling bunkers. Imagine that only four of such upgraded Reckoners are capable of breaking through strongest defenses.
It just doesnt make sense.
Btw, I wish there is 'tip of the week' about how to counter those pesky devils.
- Cast a Status Reboot over them and hit hard on one of the Reckoners.
- Use GDI Defense's "Stasis Shield" to grab two of the Reckoners and then start killing the lone one.
Try watching the three replays here. They're a bit old but it should work or at least give you an idea on how to face them.
