Question from a new player about giving commands while the game is paused

Hi. I'm thinking about buying the pc version of Red Alert 3.

Is there any way to issue commands or scroll while the game is paused? Is it possible to slow down the speed of the game? Thanks in advance

As far as I know there's no way to slow the game down (unless you downgrade your computer and the game then goes slower ) nor way to zoom in or out, or give commands, since the pause screen fills all the area.
