Sure, thats reasonable. I've always found the $$ I spent on SW's could have been better invested on additional units or base expansion. $5000 could create ~3 rocket-filled hummers or ~3migs with an airfield. The cost could be reduced slightly and the rank restriction is definately a good idea. Nonetheless, I prefer to end the game long before it reaches the point to were SW's need to be used.

All this talk of SW cost and limitations gives me an idea, moderate or intermediate SW's. At half the price, with a reduced yield and a shortened cooldown time the Intermediate SW is ideal for certain strategic condtions, such as, smaller maps.

Different WMD's would function differently, for example, nukes would be easier to control, but in a much smaller area than something like a disease, which would be more powerful, but harder to control. To win the game, you would have to destroy all of the enemies territories or capture their home country.
Well if you play Cold War campaign in datadisc for Rise of Nations or Defcon you probably get what you wants at least partially.
If Global conquest type mod will be present in G2 (similar to Emperor Battle of Dune campaign) then on global map can be some of strategy made with superweapons i think and due global scale can be also scale of SW different and more rewarding in this mode.
Mode combining turn based earth map gameplay with realtime battles on classic maps when two armies meet on global map have potencial due Generals 2 revealed story even as part of campaign somehow, this can add new layer into gameplay but probably at expense of story importance similar to Emperor.
You can also combine Global conquest with Generals challenge with good result, useful possibilities are quite many in this case.

I unlocked in my mod for SW general by earlier rank accessible Tomahawk Storm (pretty strong but with base defense counterable cruise missiles) and by later rank accessible Particle Cannon (without chance to counter by any means) and it works well at least for defensive oriented SW general...

GLA this way can have for example ability to build one earlier rank accessible mobile Scud Launcher with payable missile (similar to SC Protoss Reaver artillery ammo) with long missile constructing time (2min?) but ability destroy with one hit War Factory at even greater distances, but with still counterable missile by AA defense. On later rank can then be allowed access to classic Scud Storm.
Although it seems bit more realistic, if given for every faction and applied on Generals mechanics (for example can early SW been from already described boosted Scud Launcher, Nuke Cannon and for example very long reloading Alfa Aurora with damage like before damage reducing patch) it probably increase emphasis between players on using AA base defense and also increase priority of enemy base scouting for preemptive strikes. Unlike classic SW which are more of death blow on small maps, weaker medium SW will be in any form more of complement to generals powers and useful for GLA lacking strong air strike generals powers but for other factions it can be just new fifth wheel or too much additional power.

I already made SW concept (part of it is described in What Generals Powers/Upgrades do we want? thread on third side at end of my thread) potentially useful in G2 which allow for multipurpose use of SW in both offense and defense to add more value for SW.
Multimode SW with adequate price limited to one and reasonable rank is plausible for me, medium SW for now only for GLA if i don't find any strong argument to find them useful also for factions with strong airstrike generals powers.
